Fee 107 (model 790): Payment for Recognition of Equivalence and Validation of Foreign Qualifications and Studies
IMPORTANT: Please ensure that the University Qualification process that you wish to complete, whether Recognition or Declaration of Equivalence, is the correct one before paying any fee. Once the fee has been paid, it will not be reimbursed unless the payment is a duplicate or excessive in amount.
GENERAL INFORMATION
Description
Since 01 January 2003, it has been mandatory to pay a fee for recognition of equivalence and validation of foreign qualifications and studies, in accordance with article 28 of Spanish Law 53/2002, of 30 December, on Fiscal, Administrative and Social Measures, modified by the eighth final provision of Spanish Law 15/1014, of 16 September, on rationalisation of the Public Sector and other administrative reform measures. The fee is payment for opening, by request of the applicant, a record for recognition of equivalence of foreign higher education qualifications, or of a record for recognition of equivalence or validation of foreign non-university academic qualifications or studies. Proof of payment of the fee is a necessary requirement for processing your record. If payment is not proven, or if it is insufficient, the applicant will be required to rectify, in accordance with article 68 of Spanish Law 39/2015, of 01 October, on the Common Administrative Procedure for the Public Administrations, and informed that the application will otherwise be deemed withdrawn.
Types
No fee will be charged for recognition of equivalence applications for the Spanish Mandatory Secondary Education diploma qualification.
Intended applicants
Payment in Spain:
- Payment must be made using the Model 790 (Universities) form:
- This form can be submitted at any bank, savings bank or credit cooperative acting as collaborating entities for tax collection. The sum must be paid in cash.
- Sheet 3 will remain at the banking entity.
- Sheets 1 and 2, mechanically certified by, or with authorised signature of the banking entity proving the payment, must be submitted alongside the application for recognition or declaration of equivalence, in the locations so indicated (Registers specified in article 16.4 of Spanish Law 39/2015, of 01 October, on the Common Administrative Procedure for the Public Administrations). Once registered as paid, copy 2 will be given to the applicant as a receipt.
Payment abroad:
The fee must be paid by means of a payment or transfer into the Ministry of Universities’ restricted account for fee collection abroad: account ES16 9000 0001 2002 5310 8022, Banco de España, located at Calle de Alcalá, 48, 28014 Madrid (Spain).

IBAN code of the restricted account: ES16 9000 0001 2002 5310 8022 (the 20 digits of the Client Account Code, preceded by ES16). This code may be required to make transfers from foreign banks, along with the BIC code (formerly known as the “Swift Code”): ESPBESMMXXX.
In every case, the sum established for the fee will be the payable amount into the aforementioned restricted account; this is regardless of the costs that the applicant may incur from the entity issuing the transfer. These transfer costs, or any other bank commission fee, if applicable, will always be charged to the applicant and may not be deducted from the sum paid into the restricted account for the fee.

Instructions
For applications for recognition or declaration of equivalence and validation, fee payment does not exempt you from completing and submitting the official template for recognition or declaration of equivalence and validation, accompanied by the mandatory documentation.
Applications for recognition or declaration of equivalence and validation must be submitted accompanied by Model 790 (mechanically certified or with an authorised signature proving the payment), as described above, or by sufficient proof of payment or transfer to the aforementioned restricted account.

Applications and documents may be submitted at any agency covered by article 16.4 of Spanish Law 39/2015, of 01 October, on the Common Administrative Procedure of the Public Administrations. Check the Register Offices.
